Bilateral Relations

Greece, one of the five EU member-states that do not recognize Kosovo's unilateral declaration of independence (17.02.2008), is following a constructive political approach towards it, as part of our commitment to strengthening peace, stability and promoting development in South East Europe. Our firm intention is also to improve living conditions, protect the rights of minorities as well as the religious and cultural heritage of Kosovo. In this context, Greece was a staunch supporter of the visa liberalization for holders of Kosovo passports to enter the Schengen area, which, following the approval ofEU member-States, will enter into effect starting from 1.1.2024. Greece supports the EU-facilitated dialogue process between Belgrade and Pristina, in accordance with the established Greek policy for the European and Euro-Atlantic integration of the Western Balkans. As part of this process, it was possible to conclude the Brussels Agreement of 19 April 2013 and the “Agreement on the path to normalisation between Serbia and Kosovo” (Brussels, 27.2.2023) as well as its implementation annex (Ohrid, 18.3.2023), all of which will give a significant impetus to the European course of both Serbia and Kosovo. Greece is diplomatically represented in Kosovo by the UNMIK-accredited Liaison Office in Pristina. Greece participates in the EU civilian mission (EULEX), as well as in the NATO mission (KFOR) in Kosovo. * This designation is without prejudice to positions on status, and is in line with United Nations Security Council Resolution 1244/1999 and the International Court of Justice Opinion on the Kosovo declaration of independence.
