Strategic Plan for Greeks Abroad 2024 – 2027

With a vision of empowering Hellenism around the world and developing a meaningful, two-way mutual / interactive relationship with the Greek Diaspora, the Ministry of Foreign Affairs has prepared and is implementing a comprehensive Strategic Plan for Greeks Abroad for the period 2024 - 2027, which has been structured on the basis of the Ministry of Foreign Affairs' Strategic Plan 2024-2027.

The Strategic Plan for Greeks Abroad 2024-2027 was presented at an event (06.11.2024) at the Ministry of Foreign Affairs, in the presence of Prime Minister Kyriakos Mitsotakis.

It was conducted/drafted following proposals submitted during an initial consultation phase via the website of the Ministry of Foreign Affairs, while also incorporating feedback from meetings with expatriate organizations and Greeks abroad. The final draft was made available for online public consultation through the website open.gov.gr to ensure broader citizen engagement and further improvement.

The Strategic Plan for Greeks Abroad consists of six Strategic Objectives:

  1. Supporting and developing of networks and bodies of the Diaspora, focusing on new organizational methods.
  2. Leveraging the presence of the diaspora to enhance the country's image.
  3. Strengthening the Greek language, history, tradition, and culture—engaging and enhancing relations with the younger generation.
  4. Maintaining and strengthening of ties with the ecclesiastical institutions of Orthodoxy as a cohesive factor between Greece and the Diaspora.
  5. Enhancing of bilateral and multilateral cooperation on Diaspora issues.
  6. Upgrading of consular services.

The Strategic Plan for Greeks Abroad is an ambitious yet realistic endeavor, a breakthrough in modernizing the policy for the Diaspora. Its main features are as follows: with the following features:

  • Duration and Dynamic Nature: The four-year duration and structured objectives ensure continuity in the plan’s implementation, while the ongoing evaluation of actions will contribute to their adjustment and improvement.
  • Modern Tools: Emphasis in the use of modern technological tools, such as digital media and artificial intelligence as well as in the best possible leverage of expertise and resources, is crucial for effectively meeting the needs of the Diaspora, especially while engaging with the youth.
  • Cooperation and Participation: Special emphasis is placed on including Diaspora Greeks in shaping and implementing actions, as well as on synergies with other Ministries, local government, ecclesiastical, educational, and cultural institutions.
