Statement furing the interactive dialogue with the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism (15.3.2022)
"Greece aligns with the EU statement and thanks the Special Rapporteur for her report and her presentation to the Human Rights Council today.
Counter-terrorism measures do not constitute excuses to bypass human rights obligations. The abuse of anti-terror laws to harass journalists, human rights defenders, opposition politicians, academics, lawyers and others constitutes an enduring cause for alarm, as is the use of counter-terrorism to justify the most egregious of human dignity violations. We agree with the Special Rapporteur’s assessment that impunity for serious violations of international law breeds permissibility for further violations of international law. Torture and ill treatment cannot be tolerated, under any circumstances.
Greece is particularly concerned by the reported transfer of persons accused of terrorism who have in fact engaged in activities protected under international law, such as exercising their right to freedom of expression, of assembly, or participation in public affairs.
Combatting terrorism and violent extremism must never serve as a pretext for human rights violations. Μeasures taken to counter terrorism cannot be sheltered from the rule of law. All obligations under international law, including international human rights law and international humanitarian law must be respected.
In conclusion, Greece would like to express its appreciation for the work of the Special Rapporteur and for her commitment to the fulfilment of her mandate.
