According to the new legislation in force, all persons entering Romania, irrespective of their country of origin or transit, are subject to a 5-day quarantine/home isolation, unless they:

- have completed their COVID-19 vaccination scheme at least 10 days before their trip.
- have been positively diagnosed with Covid-19 in the last 180 days before their trip.
- present a negative PCR-RT test of the last 72 hours before their trip.

All of the above exceptions have to be proven by a European Digital  Covid-19 Certificate (EUDCC) or an equivalent certificate issued by the country of origin.

The following exceptions also remain in force:
-Persons in transit (24h maximun stay in romanian territory).
- Children under 12 years, without the obligation to show a negative PCR-RT test.
- Exceptions for cross-border workers, students, drivers of trucks over 2,4 tonnes, drivers of buses with more than 9 seats, diplomatic/service passport holders, crews of aircraft, ships etc. For more information, see: https://www.cnscbt.ro/index.php/legislatie_cov

In case of direct contact with a confirmed Covid-19 case, a 5-day quarantine/home isolation is applicable. People who have been positively diagnosed with Covid-19 during the last 90 days are exempt from the quarantine/home isolation requirement.

We also remind you that, as of 20 December 2021, persons entering Romania from abroad, regardless of means of transport, must complete the plf form, available on the platform: https://plf.gov.ro.
The form must be completed no later than 24 hours before entering the country. According to the announcements of the Romanian authorities, those who enter the country without a completed plf form will have 24 hours to do so, on penalty of a fine of 2000-3000 euros.
