Passports

GENERAL INFORMATION:

The issuance of passports is carried out in cooperation with the Ministry of Public Order and Citizen Protection of Greece and in particular with the Passport Division (http://www.passport.gov.gr) of the Hellenic Police (8, Chiou Str., Kaisariani, 161 21, tel. +30 210 7298000), and is regulated by the provisions of the Presidential Decree 25/2004, the Common Ministerial Decision 3021/22.10.2005 and their subsequent modifications.
As of 1 January 2006, new biometric passports of high security standards and specifications are issued exclusively by the Passport Division of the Hellenic Police. Older passports, issued by the Greek Prefectures and Consular Authorities are not valid as of 1 January 2007.

The Greek Consular Office is competent to:

-    Collect applications and supporting documents
-    Safely forward these documents to the Hellenic Police
-    Receive passports from the Hellenic Police
-    Hand over passports to their rightful owners

The indicative time required for the completion of the above procedure varies from 3 to 5 weeks.

If you wish to apply for the issuance or renewal of a Greek Passport, you need to book an appointment before proceeding to the Consular Office to submit your application and the supporting documents.

In order to submit their application, applicants have to appear at the Consular Office in person.

Important notice: Given the fact that in order to enter the UAE, ones passport must have a validity of more than 6 months, we strongly recommend to holders of Greek passport to start the procedure of their renewal in due course. Application for passport renewal can be submitted within the last year of the passport’s validity.


REQUIRED DOCUMENTS FOR PASSPORT APPLICATION

Α. ADULTS:
1. Application form (provided at the Consular office) which also acts as a statement of truth by which the applicant states whether he/she:
- has been convicted of forgery, counterfeiting of certificates, embezzlement of documents, false testification or false declaration, given that these offences are in respect to the issuance, use, loss or theft of a passport.
- has been prosecuted for abduction, human trade, trafficking, kidnapping, child abduction, slave trading or smuggling of illegal immigrants.
- has been prosecuted or set to go to trial for the aforementioned offences.
- has been declared a draft-evader or deserter or overseas deserter.
- has a pending prohibition to exit the country,
- resides permanently at the stated address and whether a passport has been issued, in accordance with the provisions of the Law 3103/2003, which may have been lost, stolen or if a renewal or replacement passport is being requested.

2. Two recent (no more than 1 month old) color digital photographs 4x6 cm (or 1.6 x 2.3 inches) of particular technical specifications. If the photograph does not meet the required specifications, the application will be rejected by the Passport Directorate of the Greek Police.

3. Greek Police identity Card (of new type, where personal data, e.g. first name and surname, are also written in Latin) and photocopies of both sides or original birth certificate (issued within the last 6 months) or original certificate of family status (issued within the last 6 months).
In case you do not have an original certificate, the Consular Office may request it on your behalf following a relevant request sent by email or fax (+971 2 4493119), specifying your name and surname, father’s and mother’s name, place and date of birth, Municipality in which you are registered and your contact details.

4. Previous passport (provided it exists).  The owner will keep his/her previous passport until the collection of the new one, by which time the previous will be invalidated.


Β. DESERTERS LIVING ABROAD
Apart from the above mentioned supporting documents, those declared as deserters living abroad must provide certificate of their military office in Greece, certifying their status as permanent residents of abroad.


C. MINORS
1. Application form, filled in and submitted by the parents or legal guardians of the said minor. In case that only one parent is present, the written and certified consent of the other parent is required.

In case no original certificate is available, the Consular Office may request it following a relevant request sent by email or fax (+971 2 4493119), specifying name and surname, father’s and mother’s name, place and date of birth, Municipality in which the minor is registered and contact details.

4. (For minors over 13 years old) Statement of Truth (filled in at the Consular Office) by which the applicant states whether he/she:
-    has been convicted of forgery, counterfeiting of certificates, embezzlement of documents, false testification or false declaration, given that these offences are in respect to the issuance, use, loss or theft of a passport.
-    has been prosecuted or set to go to trial for the aforementioned offences

5. Previous passport (provided it exists).  The owner will keep his/her previous passport until the collection of the new one, by which time the previous will be invalidated.


D. PERSONS UNDER GUARDIANSHIP OR JUDICIAL ASSISTANCE
In case of persons under guardianship or judicial assistance, the presence of such guardian is required at the time of the submission of application and /or judicial assistant certified copy of relevant decision must be presented.

PASSPORT APPLICATION CATEGORIES:
There are four categories of passport application, as follows:

1. Application for the issuance of new passport
It is being used when the applicant is given a passport for the first time.

2. Application for the renewal of a previous passport
It is being used when a passport has already been issued by the Greek Police and it has expired or its renewal is requested within 12 months before its expiration.

3. Application for replacement of a previous valid passport (The validity date of the new passport is the same with the date mentioned in the passport to be replaced).

It is being used in the following cases:
- Filled pages
- Changes in personal data
- Damage of the passport


In all above cases (1, 2, 3) the old passport is cancelled.

4.    Application for the issuance of passport due to loss or theft
It is being used for the replacement of a passport declared as lost or stolen (see also below).


TRANSCRIPTION OF NAME/SURNAME ON THE PASSPORT
According to the current legislation the transcription of your name/surname in latin characters, on your passport, is subject to the standards of  ELOT 743 (equivalent to ISO 843). To see how your name will appear in Latin characters click here


COLLECTION OF PASSPORT
The new passport is collected by the applicants themselves, or by the legal guardian, or by the legal assistant, or by a dully authorized person (bearing an Identity Card or passport) with an authorization signed by the applicant and legally attested by a Greek Consular Authority or a competent Greek Administrative Authority.

In all above cases, the application receipt must be provided at the time of the collection.

At the time of collection of the new passport, it is required that the old passport is submitted so that it will be invalidated.


LOSS - THEFT OF PASSPORT
In case of loss or theft of one’s passport in the UAE, the holder must report the incident, as soon as possible, to a UAE police authority obtaining confirmation of his/her report, which has to be submitted at the Consular Office, in order to report the time and circumstances of loss or theft to the relevant Greek Authorities (sworn statement of art. 8, Law 1599/1986). The above obligation applies also in case the lost or stolen passport has been found.
The Consular Office proceeds with an investigation concerning the circumstances of loss or theft of the passport, which can last up to 3 months from the date of the report at the Consular Office. In case a report for a lost/stolen passport is submitted twice within 5 years, the investigation can last up to a year, depending on the case. As long as the investigation is in process a new passport cannot be issued.
In case of loss or theft of passport, an application for a new passport cannot be submitted before 90 days by the date of the report at the Consular Office.
Nevertheless, it is possible to issue an emergency travel document in order to return to Greece of the country of permanent residence (see below).

EMERGENCY TRAVEL DOCUMENTS
Emergency Travel Documents are issued only for return to Greece or to the country of permanent residence, in case the previous passport has expired or has been reported lost/stolen.

In order to issue an Emergency Travel Document, when the previous passport has expired, the following are required:
- Application (submitted in person at the Consular Office).
- Two photos.
- Identity Card or certificate of municipality registration. In case you do not have an original certificate, the Consular Office may request it on your behalf following a relevant request sent by email or fax (+971 2 4493119), specifying your name and surname, father’s and mother’s name, place and date of birth, Municipality in which you are registered and your contact details.

In case the emergency Travel Document is issued due to loss or theft of passport, apart from the above, the following are also required:
- A confirmation issued by UAE Police Authority, confirming that the passport has been reported lost or stolen.
- Sworn statement of Art. 8, Law 1599/1986 regarding the time and circumstances of the loss or theft of the passport.

Important notice: If no other proof of ID (bearing a photo) is provided, a Greek witness needs to be present, for identification reasons.
